MINUTES OF THE PUBLIC MEETING OF OCTOBER 21, 2003
HANSON TOWN HALL, LIBERTY ST., HANSON, MA


Called to Order:  7:50 PM under the M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5.  by Phil Lindquist in Meeting Room A on the second floor of the Town Hall.

Public Hearings
7:51 PM  Notice of Intent (NOI) for Lot 8,  Litchfield Lane, Stonewall Estates, with Grady Consulting, LLC, 39 Pond View Drive, Kingston, MA for construction of a single-family dwelling  (175- 409)

Craig Nicholson read the Hearing Notice and read off the abutters list.  No abutters were present.  Rick Grady of Grady Consulting presented plans.  The proposed dwelling is at the end of a cul-de-sac.  Everything, including the well and the grading, are out of the 50-foot no disturb zone.  There will be a rear, walkout basement to minimize fill and grading.  There is a proposed silt fence at the limit of work that will connect to the haybales on Lot 7.  The septic, driveway and entrance to the garage are all out of the 100-foot buffer zone.   Mr. Lindquist asked about the slope and whether it could be loamed and seeded.  Mr. Grady answered that it was a 3-1 slope and that it could be specified in the plan.  Mr. Lindquist also noted that if there was a maintenance sequence for construction of the sub-division plans, it should be adhered to more strictly as a fore bay for a detention basin is silted up.

8:00 PM  Request for Determination of Applicability (RDA) for 42 Greenbrier Lane, Assessor’s Map 108, Lot 41, owners Donna & George Skrzyniarz for a repair of a septic system with Grady Consulting, LLC.
        
The hearing notice was read and the abutter’s list read off as well.  No abutters were present.  Rick Grady presented plans and indicated that Marti Nover had delineated the wetland.  Basically, this is a 1,000-gallon tank that has failed.  It will be replaced with a 1,500-gallon tank with a pump chamber and a pressure-dosed leaching field.  A small amount of grading is in the 100-foot buffer zone.  A silt fence is proposed.  Mr. Lindquist asked if any trees would be cut.  Mr. Grady answered yes, but outside the 100’ buffer.

8:15  PM Continued NOI for construction of a single family dwelling on Lot 6, Proudfoot Way, Stonewall Estates with Grady Consulting, LLC,    (DEP #175-410)

The hearing notice was read and the abutters were called off.  No abutters were present.  Mr. Grady presented revised plans.  The proposal calls for a double row of haybales around the well site.  No work is proposed within the 50-foot no disturb zone.  The septic is out of the 100-ft. buffer zone, however a portion of the driveway and the installation of the well are in the 100-ft. buffer.  A walkout basement is proposed to minimize fill and grading.  The slope is 3-1 and will be loamed and seeded.  Mr. Lindquist had a concern about water drainage along the driveway.  Mr. Grady said he could put a trench of crushed stone along the edge of the driveway to infiltrate runoff.

8:30 PM  RDA for the paving of Wellfield Rd. (also known as Crystal Springs Wellfield) off Main St., Assessor’s Map 45, Lot 12A with Glen Doherty, Superintendent of the Hanson Water Department.
 
Mr. Nicholson read the notice and the abutters list.  No abutters were present.  Ms. Cassady and Mr. Grattan had inspected this property.   The proposal calls to pave from the apron to the gateway of the pump station.  The road will not be re-graded and there will be no removal of plantings on either side.   Ms. Cassady would like haybales placed near the wetland line and Mr. Doherty has already put up a silt fence at Poor Meadow

Brook.  Mr. Lindquist asked about the asphalt.  Mr. Doherty replied that it will be a 2” binder with a 1 ½” top.

Orders of Conditions/Determinations of Applicability/Certificates of Compliance

Determination of Applicability for a proposed paving of existing gravel driveway at 610 Main St., Assessor’s Map 41, Lot 2A-1B for owner Stephen Croghan with special conditions:  1.  The applicant is allowed to prune vegetation at the entrance of the driveway to allow for visibility of traffic along Rt.27. 2.  The pruning of vegetation shall not exceed 20 feet on the eastern side of the DW.  3.  Haybales and silt fence shall be installed along the eastern side of the DW from Main St. to the existing garage.  4.  Once erosion controls have been installed, an appt. shall be scheduled with the ConCom and its agent for an inspection.  5.  The width of the DW shall remain the same. - signed

Discussions

A discussion took place regarding a memo from the Zoning Board with regard to a drawing of an addition to a house on Forest Trail that is within the 50’ no disturb zone.  It was decided that a memo should be returned reiterating that that the Conservation By-Law forbids construction within the 50’ no disturb zone and this project would be turned down.  

Mr. Lindquist would like pictures to accompany our website.  He suggested that Phil Clemons would have many to choose from.  Craig Nicholson volunteered to take more pictures of town property as he has a new digital camera that he would like to try out!

It was decided to reschedule the November 11th meeting to the 4th because of the Town Hall being closed on Veteran’s Day.

Memo from Selectman regarding a Conflict of Interest Seminar on Oct. 28th at 7:00 PM Craig Nicholson, Rebecca Nehiley and Patricia Cassady will attend.
        
There was a letter from Amy Gardner requesting an inspection at 92 South Street.  Ron Grattan and Patricia Cassady had already inspected.  Everything had been done.
